Abstract
   
The 4 years after China’s entry into WTO witnessed a rapid development in China’s telecom industry. Thanks to her large population base and rapid economic growth, China has now topped the world in many telecom gross indexes and has become the largest telecom market in the world with the biggest potential. 
   
For a long time, the rocketing growth in china’s telecom industry has been a great attraction to foreign capitals. However, due to the severe policy obstruction and sophisticated business environment, it is very hard for foreign capitals to enter China’s telecom industry, particularly fundamental telecom operation.

Entering 2005, as the Chinese government fulfills her WTO commitments, China has further opened up her telecom investment policies. In addition, China’s 3G licenses will soon be released, together with mobile value-added services, ICP services, IPTV and VOIP booming, which shows that 2005 is the best time for foreign capitals to enter China’s telecom industry. Many foreign telecom operators and investors hope to grasp the chance.
